The Hubei Provincial Association for Fishery Science and Technology Popularization was established in July 1984. It is an academic, non-profit social organization approved and registered by the social organization registration authority of Hubei Province. Its competent supervisory authority is the Hubei Association for Science and Technology, and its registration authority is the Hubei Provincial Department of Civil Affairs. The institution supporting its administrative office (affiliated institution) is the Institute of Hydrobiology, Chinese Academy of Sciences. 

Scope of Business: To train personnel for the popularization of science and technology in the propagation and aquaculture of aquatic animals and plants; to promote the application of scientific and technological achievements and the popularization and improvement of technology; to provide members with services related to aquaculture seeds, fishery supplies, and fishery information; to undertake contracted aquaculture technology tasks or provide technical guidance; to serve as advisers for fishery producers and specialized households of the association or to engage technical guidance on their behalf; to strengthen contacts with relevant institutions throughout the province and the country, and to give priority to providing members with information on scientific research, production consulting, and markets; to publicize national fishery laws, regulations, and policies and safeguard the interests of specialized households; to actively undertake government-transfer projects for the popularization and improvement of aquaculture technology; and to edit and publish the magazine Fishery Guide to Be Rich, or to organize the compilation of professional technical materials for fishery science and technology popularization on an irregular basis.
